Diamond Gateway plans 3.91M SF on Carson refinery site
Catellus-Deca proposes six industrial and logistics buildings on 223 acres of the Phillips 66 Los Angeles refinery site; environmental review is underway.

What's happening
The City of Carson is lead agency for Diamond Gateway, which would demolish the Phillips 66 Los Angeles refinery and build six industrial and logistics buildings on 223 acres. A Notice of Preparation circulated from April to June 2026, and the state Department of Toxic Substances Control submitted comments in May 2026.
The applicant is Catellus-Deca, LLC. The Real Deal reported in August 2025 that Catellus and Deca were pitching retail and warehouse redevelopment for Phillips 66 refinery land, and CoStar News has covered the project as a major new industrial opportunity for Southern California. Construction phasing has not been set.
- Size: About 3.91M SF across six buildings on 223 acres
- Developer: Catellus-Deca, LLC
- Location: Phillips 66 Los Angeles refinery site, Carson, Los Angeles County
- Status/Timing: NOP April to June 2026; phasing not set
What it means for owners, tenants and investors
Large new industrial sites near the ports of Los Angeles and Long Beach are rare, so Diamond Gateway could add meaningful infill supply to the South Bay, one of the tightest logistics submarkets. Refinery demolition and remediation will shape cost and schedule, and DTSC oversight is a key factor for investors and lenders.
Diamond Gateway is a rare port-adjacent site of this size, but cleanup will set its timeline.
