Calimesa's Mesa Verde plan adds about 4.44M SF business park

What's happening

The City of Calimesa is processing an amendment to the Mesa Verde Specific Plan, originally adopted in 2007, covering 1,463 acres west of Interstate 10. The amendment adds business park and industrial space alongside residential uses. A Notice of Preparation was issued in May 2024 and a Notice of Availability for the environmental document followed in July 2025.

The business park component totals about 4.44 million square feet plus about 300,000 square feet of commercial space; residential uses are not counted here. Development is expected to be phased starting in 2030. The city has published findings of fact and a statement of overriding considerations, and local reporting covered the planning commission forwarding the amendment to the city council and the council's approval of the plan.

What it means for owners, tenants and investors

Mesa Verde places a large employment district in the Pass area, near Beaumont and Yucaipa. Because phasing starts in 2030, it is a long-range supply factor rather than a near-term one. Its mix of housing and business park space may suit smaller industrial and flex users more than single big-box tenants.
