What's happening

The March Joint Powers Authority is lead agency for the West Campus Upper Plateau, which would redevelop a former March Air Force Base munitions storage area into industrial, business park and mixed-use parcels within an 808-acre plan. A Notice of Preparation was issued in 2021, and environmental review continued through 2025.

The industrial component is about 1.88 million square feet in two buildings. Fourteen of sixteen military bunkers would be removed and a 445-acre conservation buffer retained. In May 2025 the March JPA commission considered an ordinance approving a development agreement and a third amendment to the disposition and development agreement. The project has drawn resident opposition, and local outlets including KVCR and The Riverside Record have reported on commission votes and delays.

What it means for owners, tenants and investors

The industrial space is modest by Inland Empire standards, but its location next to March Air Reserve Base and I-215 gives it access to the Moreno Valley and Riverside logistics markets. Community opposition and litigation risk make timing uncertain, so nearby owners should not treat it as near-term supply.

West Campus Upper Plateau is a contested project whose timing depends more on politics than on market demand.
