World Logistics Center plans 40.6M SF in Moreno Valley
Highland Fairview's World Logistics Center would add up to 40.6 million square feet of logistics space on 2,610 acres south of SR-60 in Moreno Valley.

What's happening
Highland Fairview's World Logistics Center is a planned logistics park of up to 40.6 million square feet across 27 buildings on 2,610 acres south of State Route 60 in Moreno Valley. The project was approved in 2015 and is planned to build out in phases over roughly 15 years.
Trade press has reported the project at about $25 billion. That figure is a developer buildout estimate rather than a construction budget, and the project has a long history of environmental litigation.
- Size: Up to 40.6M SF across 27 buildings on 2,610 acres
- Developer: Highland Fairview
- Location: South of SR-60, Moreno Valley, Riverside County
- Status/Timing: Approved 2015; phased buildout over roughly 15 years
- Cost: About $25 billion (developer buildout estimate, as reported March 2023)
What it means for owners, tenants and investors
At full buildout this would be one of the largest single logistics developments in the country, adding a very large block of Inland Empire distribution space over time. Owners of existing big-box buildings in the eastern Inland Empire should expect long-term supply competition, while large users gain a source of modern, high-capacity space close to SR-60 and I-215.
A 40.6 million square foot logistics park would reshape supply in the eastern Inland Empire as it builds out.
What to watch
Watch for groundbreaking and first-phase building permits, any further litigation, and how quickly early phases lease.
